SAVINGS TARGETS EXCEEDED Continuing on from 2019, purchasing savings targets were slightly exceeded in 2020. Among the performance levers used are the pooling of strategic market spending, making expenditure subject to a contract that was not previously the case and systematically sourcing goods and services so as to better understand the supplier market.
THE INVOLVEMENT OF PROCUREMENT DURING THE HEALTH CRISIS The Purchasing division was heavily involved during the health crisis, particularly in: Preserving our suppliers cash flow since they were
heavily impacted by the interruption in business; Ensuring continuity of procedures and contracts; Ensuring supplies of PPE, to allow for reopening, em-
ployee protection and protection of our visitors.
THE NEW DIRECTION FOR THE NEW GRAND PALAIS PROJECT While the Procurement division had up to then been in charge of the initial work phases of the Grand Palais renovation project, one consequence of the Rmn - Grand Palais fully taking over project management was that all calls for tenders linked to this activity came back to the Rmn - Grand Palais. In addition, on 15 October 2020 the Board of Directors approved the creation of an ad hoc consultative committee for tenders (CAO) for the awarding of contracts for the renovation project that are higher than the thresholds in the formal procedures re- ferred to in Articles L2124-1 and following of the Public Procurement Code.
LEGAL AFFAIRS
CONSULTING, ASSISTING, MANAGING LEGAL RISKS AND OPTIMISING THE ESTABLISHMENT'S ACTIVITIES As part of its cross-functional missions, the Legal Affairs division helps set and implement the establishment's strategy and develop and perpetuate its activities. In 2020, the legal affairs division brought its expertise to bear in the following areas: The contracting process for partnerships relating to
cultural exhibitions and events such as La Ronde by choreographer Boris Charmatz, the Napoleon exhibi- tion co-produced with the Grande Halle de la Villette as well as the "MUSE" project developed with the Banque des Territoires as part of the national scheme "Action Cœur de Ville" (City Core Action);
An analysis of the consequences of the health crisis on performance of contractual commitments by the establishment, its partners and providers;
The creation of two subsidiaries through the Rmn - Grand Palais Participations holding company:
"Grand Palais Immersif", a joint company formed with the Caisse des Dépôts et Consignations and VINCI Immobilier,
Rmn - GP - Pompidou Centre Bookshop; The legal implementation of the new direction given
to the renovation of the Grand Palais; Legal supervision of performance of the concession
contract for the construction of the Temporary Grand Palais on the Champ-de-Mars;
Introduction of procedures within the Rmn - Grand Palais group to ensure compliance with legislation on personal data protection arising out of the General Data Protection Regulation (GDPR).
